Step 1: Choose your images
Open the free JPG to PDF converter and select JPG, PNG or WebP images. You can add up to 20 images in one document. If a file is very large, consider resizing it first.
Step 2: Arrange the pages
Each image becomes one PDF page. Use the up and down arrows to place a cover photo first, put supporting documents in the correct sequence, or remove images you do not need.
Step 3: Choose page size
A4 is widely used for applications and documents, while US Letter is common in the United States. Auto orientation turns wide photos into landscape pages and tall photos into portrait pages. All images are scaled to fit without stretching.
Step 4: Generate the PDF
Select a margin option and a compression setting. High quality works best when a photo contains small text; Smaller PDF may reduce file size at the expense of detail. Click Convert to PDF, then download the result.
Step 5: Check the downloaded file
Open the PDF before sharing it. Confirm every image is present, legible, right side up, and in the correct order. The document is made of images rather than selectable text: it will not automatically create searchable OCR text.
Select a page size before generating
Choose A4 when the form or recipient asks for A4; use US Letter when that is the requested page size. Page size determines the PDF paper dimensions, not the original pixel dimensions of the photographs. Margins create whitespace around the image. Smaller margins use more page area but may not match an official document layout.
Put photos in the correct order
Upload all pictures and review the thumbnail list before converting. Use the move buttons to put page one first, followed by the rest. Auto orientation selects portrait or landscape for each image, which is useful when the uploaded set contains mixed orientations. Check each generated page before sending the file.
What this PDF converter does not do
Each photo becomes an image embedded on a PDF page. The tool does not run optical character recognition, so the text inside a photographed document will not automatically become selectable. It also does not merge existing PDF files or compress every possible PDF. If you need searchable text, use a dedicated OCR workflow and verify its results.
